   Good Governance Initiatives….   

  • A Transfer policy has been formulated and notified by the department for effective management of human resources in the department.
  • A Drug policy has been formulated and adopted by the department for effective selection, procurement, prescription and management of essential and generic drugs.
  • The new Act J&K Nursing Council Act stands notified vide Act No. IV of 2012 dated 16-06-2012. The new act fills the gaps and deficiencies of the earlier Act in force replacing Jammu and Kashmir Nurses, Midwives and Health Visitors Registration Act, 1956.  
  • Quality Up gradation of Health Institutions: In order to upgrade Health care facilities and fill the gaps in the Health institutions of the state, Quality Council of India, New Delhi has been assigned consultancy for suggesting improvements with the objective of meeting the national Standards by implementing Total Quality Management System in Health institutions.

    • The Rashtriya Swasthya Bima Yojana (RSBY) Scheme has been successfully implemented in the State on pilot basis for two districts of the State viz. Srinagar and Jammu.  About 66000 number of BPL families have been registered in Jammu and Srinagar districts for availing health insurance benefit under the said scheme.  Now after successful completion of the pilots the scheme is being extended to 10 districts.
    • Besides all the Associated Hospitals of Govt Medical College Srinagar / Jammu, SKIMS Srinagar five other Hospitals in Jammu and  two Hospitals in Srinagar  arehave also been roped in for the benefit of the scheme  viz. Ankur Hospital Gandhi Nagar, Triveni Hospital Gandhi Nagar, CHC Akhnoor, DH Sarwal, DH Gandhi Nagar, JLNM Hospital Srinagar and Gousia Hospital Srinagar have been empanelled. So far 60 patients from Jammu District & 06 patients from Srinagar District have availed the benefit from RSBY Scheme till date.
    • Mother and child tracking system (MCTS) :    In order to track the pregnant woman for their complete ante-natal/post natal checkups and the children for complete immunization, a new system called Mother and Child Tracking System (MCTS) has been introduced where under every pregnant woman and child is given a unique ID number for tracking. The details of each mother and child is uploaded on the MCTS website. The system is working very well and has been appreciated by MoH&FW, Govt of India. In order to further strengthen the MCTS in the State, following steps are been taken:-
      • V Sat are being installed in the Districts of Leh, Kargil, Pooch, Rajouri  and other areas for providing internet connectivity.
      • Ministry of Health and Family Welfare, GoI has been requested for providing facility of offline uploading of data relating to children.
      • Mobile SMS based process automation and performance monitoring system for ANMs and ASHAs is being planned in the State to facilitate the tracking process.
    •     e-procurement in the department has been recently started on 09-07-2012 with the launch of first tender by Hon’ble Chief Minister . So far tenders in respect of CT scan machine (128 Slicer), Excimer laser System, Linen and bedding and Hospitals furniture have been floated through e-procurement mode.
    • Health Department has made a great headway in improving planning of infrastructure of Health institutions in the state by use of Satellite bases GIS Technology. With a view to identify locations for opening of new health institutions especially in remote and far-flung areas, a study has been conducted regarding  physical accessibility of existing health institutions using digital elevation model, land use land cover, road network, besides physical barriers like rivers and snow cover across villages and population coverage capacity of health facilities. The GIS model “Access Mode” developed by WHO is being used for the said purpose. A survey of 11 districts has been carried out based on draft report a need of 130 Sub-centers in these 11 districts has been worked out. The department shall be adopting this mechanism as it is a very superior model of determining the need of health institutions in diverse and difficult state like J&K.

J&K Medical Supplies Procurement Corporation

  • With prime objective of exercising economy and standardisation on purchase of drugs, instruments, disposables and other equipments for various institutions of Health & Medical Education Department with proper planning and post procurement contract Management a corporation is being planned for the state. The corporation will be entrusted with the responsibility of standardization of essential drugs for different categories of health institutions and also to ensure fool proof arrangements of drug testing, so that the quality of drugs supplied to the patients is of desired quality at reasonable rates.

Generic drug stores

  • Access to quality medicines at affordable prices is a key challenge for the Government. In this connection the prices of branded medicines are generally higher than generic medicines due to various reasons.
  • Government hospitals, NGOs, Charitable Organisations and public societies like Red Cross Society, Rogi Kalyan Samiti typically constituted for the purpose shall be roped in for opening of generic drug stores across the state. 

Support and Consultancy from UNOPS for improving Neo Natal Care in the state

  • United Nation Operations Project Services (UNOPS) is helping GoI to achieve the target of reducing child mortality in collaboration with Norway India Partnership Initiative (NIPI) which is being managed by Indian Operations Centre of UNOPS in India from September 2006 to support an existing Indian health programme - the National Rural Health Mission.
  • The initiative was taken by UNOPS in many states like Bihar, MP, Orissa, Rajasthan etc that account for 40 per cent of India’s population and almost 60 per cent of child deaths which include training over 10,000 women to offer local postnatal support and building  Sick Newborn Care Units.

J&K HEALTH REFERRAL TRANSPORT SERVICE -102

  • With a view to provide referral transport service to the patients, “J&K Health Referral Transport Service No-102” is being launched in the State. The  primary objective of the Scheme is to devise a system by which the beneficiary, even in rural areas, can have easy and timely access to an ambulance by dialling a single toll free number and  can avail  timely medical care during health emergencies and accidents which will help in reducing deaths on the whole. The main focus will be given to the Maternal and Child Health related emergencies, thereby, augmenting institutional deliveries and reducing MMR and IMR.
  • All the districts of J&K will be covered under the scheme.  Out of the existing fleet of approximately 800 Basic Life Support ambulances operating at District Hospital, Sub District Hospital/ Community Health Centre/ Primary Health Centres in the state, 400 ambulances shall be networked under this scheme. In addition to this, 50 Basic Life support Ambulances procured under NRHM, for placing  on National Highway after every 30 KMs, shall also be brought in the network.
