Education Department )

In supersession of all previous orders ,sanction is accorded to
the :
a) Winding up of Central Purchase Committee.
b) Constitution of two separate Provincial Purchase committee for
Jammu and Kashmir Divisions in the Health and Medical Education
Department with immidiate effect
Each Provincial Purchase Committee shall function as the rate contract
committee for Government Colleges and its Associated Hospitals.
Government Dental College ,Directorate of Health Service ,Drug and
Food Control Organization .Directorate of ISM, Department of Family
Welfare and NRHM/RCH in its respective juristication and shall comprise
the following

The Chairman of the Provincial Purchase Committee shall be empowered
to co-opt any expert as a member to finalize the list of Drugs/Machinery/equipments
pertaining to the respective specialities
The Provincial Purchase Committee shall be responsible for inviting
tenders based on the actual requirements recieved from concerned
Heads of Departments in writing as per their needs in the respective
institution Preparation of comperative statements and finalization
of rate contracts as per standard terms and conditions laid down
in J&K Financial code and instructions issued by the govt.from
time to time including instructions issued by the industries and
commerce Department with regard to marketing support to the small
scale Industrial units. the elegibility criteria of the bidders
in respect of drugs ,machinery and equipments shall be as under:-

Under the system after the tenders are invited and evaluated each
supply contract entered into should be valid for one year . The
Member Secretary of the respective Purchase committee shall be responsible
for the safe custody of the tyender documents samples and other
allied records .All necessary steps should be taken to safeguard
the Government intrests and in no case rules and norms laid down
in the J&K Finincial Code ,Purchase Manual and Instructions
issued by Govt from time to time etc. be deviated.
The Provincial Purchase Committee shall ensure the uniformity of
the rates while finalizing the rate contract, the quality of the
material with equal standard and specifications of the Medicines,
Drugs, and Machinery by exchanging their rate contracts with each
other and see that their is no variation in rates of the Drugs /Equipments
etc purchased.
Regarding the rates contracts as on date for which tenders have
already been invited but not finalized , the same shall be finalized
by the respective Provincial Purchase Committee or shared by both
committees for immidiate decision if required.
